I found the staff to be rather rude and not follow the rules very well for issuing driver's licenses under reciprocity agreements the German government has come up with. It took me months to simply schedule a written test as I fell under a guideline to only need a written test for a license exchange. The staff was rude and unhelpful and never once apologized for their error and lack of checking into their own government's law.
