This sculpture stands in tribute to Charlemagne, the widely admired Germanic Emperor of the Frankish Empire. The sculpture is less than life size and depicts the king in his near universally recognisable pose holding a triple towered castle in his left hand. In his right hand, he holds the handle, but I'm not sure what it is since the rest of the "thing" is broken. So it could be a sword or the Imperial Staff. The sculpture sits in the middle of a roughly 10 metre long wall At either ends of the wall are sculptures of a lion, flanking the king. The sculpture can be found opposite the Church of St. Ansgar and St. Bernhard about ten minutes walk from the new town hall. Not quite in the tourist circuit though.
